The first one reviews SaaS from users perspective and is meant for business users. While the second one discusses the underlying architecture & maturity model and is meant for technical architects.

Thanks for the link references. Another good resource for SaaS related articles that I often use is SaaSBlogs. They have anything from the SaaS basics to different technical articles.
